Health Insurance Taxes

New York collects nearly $6.6 billion annually in taxes, assessments and surcharges on health plans. These include:

  • $6+ billion in Health Care Reform Act (HCRA) assessments and surcharges
  • $600 million in taxes on premiums for health insurance policies
  • $149 million “assessments” on health insurers

These costs add more than $1,000 to the premium annually for the average family policy.
