Health Insurance Taxes
New York collects nearly $6.6 billion annually in taxes, assessments and surcharges on health plans. These include:
- $6+ billion in Health Care Reform Act (HCRA) assessments and surcharges
- $600 million in taxes on premiums for health insurance policies
- $149 million “assessments” on health insurers
These costs add more than $1,000 to the premium annually for the average family policy.
