Re:      S.4622-B (Rivera) – AN ACT to amend the public health law and the social services law, in relation to automatic enrollment and recertification simplification for Medicaid eligible recipients

The New York Health Plan Association (HPA), which represents 26 health plans that provide coverage to eight million New Yorkers, supports S.4622-B.  The bill aims to simplify the recertification process for Medicaid eligible individuals by allowing automatic recertification for members enrolled in managed long term care plans.  For members whose resources remain unchanged, such as individuals on a fixed income, the bill would allow for the member to complete an attestation regarding their resources and remain enrolled rather than have to fully recertify on an annual basis.

These changes would simplify and streamline continuous enrollment without potential breaks in coverage, providing continuity of care for Medicaid and managed long term care members.  Once an individual is deemed eligible for Medicaid and is in need of substantial long term support services to stay in their home, there is no reason to continually require recertification of eligibility.  This bill removes administrative burdens for both the health plan and the individual, and ensures that no member’s care is disrupted.  Health plans strive to ensure that their members receive high quality, holistic care, and believe this proposal will benefit members by reducing administrative burden and provide uninterrupted access to care.
